With thanks to&nbsp;<a href=\"https:\/\/www.disabilityrightsuk.org\/news\/autumn-2024-budget-summary-key-policy-announcements-relevant-disabled-people\">Disability Rights UK<\/a>,&nbsp;<a href=\"https:\/\/www.bigissue.com\/news\/social-justice\/disability-benefit-reforms-autumn-budget\/\">The Big Issue<\/a>,&nbsp;<a href=\"https:\/\/ydrf.org.uk\/2024\/10\/31\/budget-2024\/#:~:text=The%20budget%20provides%20%C2%A32.7,'root%20causes%20of%20inactivity'.\">York Disability Rights Forum<\/a> and charities around the UK, we have pulled together the key areas that may affect you, whether that is benefits, Personal Independence Payments (PIP), Working as a disabled person, disabled facilities grants, pensions, Autism and ADHD, mental health and the government and more.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"#WCA\" data-type=\"internal\" data-id=\"#WCA\">Work Capability Assessment (WCA)<\/a><\/li>\n\n\n\n<li><a href=\"#Crackdown\">Crackdown on Benefit Fraud<\/a><\/li>\n\n\n\n<li><a href=\"#GetBritainWorking\">\u2018Get Britain Working\u2019<\/a><\/li>\n\n\n\n<li><a href=\"#Carers\">Carer\u2019s Allowance<\/a><\/li>\n\n\n\n<li><a href=\"#PIP\" data-type=\"internal\" data-id=\"#PIP\">Personal Independence Payments (PIP)<\/a><\/li>\n\n\n\n<li><a href=\"#SEND\">Special Educational Needs and Disabilities (SEND)<\/a><\/li>\n\n\n\n<li><a href=\"#DisabledFacilitiesGrant\" data-type=\"internal\" data-id=\"#DisabledFacilitiesGrant\">Disabled Facilities Grant<\/a><\/li>\n\n\n\n<li><a href=\"#FairRepayment\">Fair Repayment Rate<\/a><\/li>\n\n\n\n<li><a href=\"#ESA\">Employment and Support Allowance (ESA)<\/a><\/li>\n\n\n\n<li><a href=\"#MinimumWage\" data-type=\"internal\" data-id=\"#MinimumWage\">Minimum Wage<\/a><\/li>\n\n\n\n<li><a href=\"#UniversalCredit\">Universal Credit<\/a><\/li>\n\n\n\n<li><a href=\"#PensionCredit\" data-type=\"internal\" data-id=\"#PensionCredit\">Pension Credit<\/a><\/li>\n\n\n\n<li><a href=\"#StatePensions\" data-type=\"internal\" data-id=\"#StatePensions\">State Pensions<\/a><\/li>\n\n\n\n<li><a href=\"#WInterFuelPayments\" data-type=\"internal\" data-id=\"#WInterFuelPayments\">Winter Fuel Payments<\/a><\/li>\n\n\n\n<li><a href=\"#SocialHousing\" data-type=\"internal\" data-id=\"#SocialHousing\">Social Housing\u00a0<\/a><\/li>\n\n\n\n<li><a href=\"#Taxing\">Taxation\u00a0<\/a><\/li>\n\n\n\n<li><a href=\"#ADHD\">Autism and ADHD Assessments<\/a><\/li>\n\n\n\n<li><a href=\"#MentalHealth\">Mental Health<\/a><\/li>\n\n\n\n<li><a href=\"#Responses\">Responses<\/a><\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"WCA\"><strong>Work Capability Assessment (WCA)<\/strong><\/h2>\n\n\n\n<p id=\"WCA\">The Budget Paper lists changes to the health and disability policy which will be set out in 2025. Both <a href=\"https:\/\/ydrf.org.uk\" data-type=\"link\" data-id=\"https:\/\/ydrf.org.uk\" target=\"_blank\" rel=\"noreferrer noopener\">York Disability Rights Forum (YDRF)<\/a> and<a href=\"https:\/\/www.purpldiscounts.com\/blog\/disability-rights-uk\" target=\"_blank\" rel=\"noreferrer noopener\"> Disability Rights UK<\/a> believe that this will be similar to the Conservative proposals to reform the WCA and will \u201cmake fewer disabled people eligible for financial support. This will cause further harm to disabled people and their families.\u201d<\/p>\n\n\n\n<p>Disabled People Against Cuts (DPAC)&nbsp;sent a&nbsp;<a href=\"https:\/\/dpac.uk.net\/2024\/10\/uk-ddpo-crdp-coalition-and-others-urge-the-government-to-not-continue-cuts-to-the-wca-as-part-of-the-autumn-budget\/\" target=\"_blank\" rel=\"noreferrer noopener\">letter highlighting significant issues with the WCA reform plans<\/a>&nbsp;directly to Liz Kendall MP, Minister for Work and Pensions.&nbsp;The DWP figures show the numbers of people impacted by these reforms will be:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>163,000 by tightening the criteria on work<\/li>\n\n\n\n<li>260,000 by removing the mobility descriptor<\/li>\n\n\n\n<li>33,000 by changing the points awarded for people\u2019s ability to leave their homes<\/li>\n<\/ul>\n\n\n\n<p><em>\u201cOf these 456,000 people, the Office for Budget Responsibility predict that only 15,000 are likely to move into employment.&nbsp;That leaves 441,000 disabled people with no money and no job&nbsp;left to plummet into further poverty.\u201d<\/em> according to York Disability Rights Forum.<\/p>\n\n\n\n<p>Deputy CEO of the <a href=\"https:\/\/www.moneyandmentalhealth.org\/press-release\/response-to-the-budget-statement-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">Money and Mental Health Policy Institute<\/a> Conor D\u2019Arcy said: \u201cThe WCA could and should be improved. It currently does a poor job of understanding how a mental health problem affects the sorts of tasks we can do. But the proposals the previous government brought forward would go further in the wrong direction and make it even harder for people with mental health problems to get the time, support and income they need.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"720\" height=\"480\" src=\"https:\/\/wp.purpldiscounts.com\/wp-content\/uploads\/2024\/11\/Budget-blog-1.png\" alt=\"a man wearing ear protectors works in a warehouse, he has brown hair a blue shirt and looks as though he has learning disabilities\" class=\"wp-image-999\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"Crackdown\"><strong>Crackdown on Benefit Fraud<\/strong><\/h2>\n\n\n\n<p id=\"Crackdown\">Rachel Reeves referred to&nbsp;\u201ca crackdown on fraud in our welfare system, often the work of criminal gangs\u201d&nbsp;with the new&nbsp;<a href=\"https:\/\/questions-statements.parliament.uk\/written-statements\/detail\/2024-10-08\/hcws114\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Fraud, Error and Debt Bill<\/strong><\/a>&nbsp;which will introduce powers to check benefits are being paid \u2018correctly\u2019.&nbsp;It was claimed there will be 3,180 new fraud and error staff across DWP and HMRC, costing&nbsp;\u00a3110 million, with a stated savings of \u00a3800 million,&nbsp;and Reeves added&nbsp;<em>\u201cnew legal powers to crackdown on fraudsters, including direct access to bank accounts to recover debt\u201d<\/em> worryingly, this suggests that the DWP will have direct access to removing money from the bank accounts of anyone claiming benefits and concerns on the&nbsp;impact on disabled people\u2019s rights and invasion of privacy<\/p>\n\n\n\n<p>Though these plans are aimed to reduce benefit fraud, the government\u2019s figures show that&nbsp;<a href=\"https:\/\/www.bigissue.com\/news\/social-justice\/dwp-disability-benefit-fraud-pip\/\" target=\"_blank\" rel=\"noreferrer noopener\">(PIP) fraud stood at 0%<\/a>&nbsp;in the financial year ending 2024 and disability living allowance (DLA) fraud was just 0.1%, which was rounded to \u00a30m.&nbsp;&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"GetBritainWorking\"><strong>\u2018Get Britain Working\u2019<\/strong><\/h2>\n\n\n\n<p>The government will soon set out a \u2018Get Britain Working\u2019 white paper which aims to \u2018test new approaches and collect robust evidence on how to tackle the root causes of ill-health related inactivity\u2019.&nbsp;<\/p>\n\n\n\n<p>The budget provides \u00a32.7 billion for DWP to deliver \u2018individualised employment support programmes\u2019 and reduce \u2018health related inactivity\u2019. This includes \u00a3240 million to tackle the \u2018root causes of inactivity\u2019 with&nbsp;eight \u201ctrailblazer\u201d areas across England and Wales bringing together health, employment and skills services targeted at people out of work due to \u201cill health\u201d and \u00a3115 million in 2025-26 on Connect to Work, a new employment support programme targeted at matching disabled people with vacancies and supporting them in their roles.<\/p>\n\n\n\n<p>The fear is that measures like this <em>\u201cpush disabled people into inappropriate and unsustainable employment for their survival than to combat the ableism people face in employment settings, properly fund and support reasonable adjustments, or encourage the government to accept the reality that some disabled people will never be able to work\u201d<\/em> according to York Disability Rights Forum.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"720\" height=\"480\" src=\"https:\/\/wp.purpldiscounts.com\/wp-content\/uploads\/2024\/11\/Budget-blog3.png\" alt=\"A woman with pink and purple hair is working on a laptop, she wears glasses and is a wheelchair user, she is smiling and is in her home. Guide to Disability Benefits and Discounts\" class=\"wp-image-1000\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"Carers\"><strong>Carer\u2019s Allowance<\/strong><\/h2>\n\n\n\n<p>The Carer\u2019s Allowance (CA) earnings threshold has&nbsp;increased&nbsp;from \u00a3151 per week to&nbsp;\u00a3196&nbsp;per week meaning carers can earn more before having their allowance completely removed. This aims&nbsp;<em>\u201cto support them into work or to work more hours if they choose.\u201d<\/em> Increase to the equivalent of 16 hours at National Living Wage, specifically points out that 70% of recipients are women and specifically looking at what more can be done to get carers into work.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"PIP\"><strong>Personal Independence Payments (PIP)<\/strong><\/h2>\n\n\n\n<p>Update! Personal Independence Payment (PIP) claimants will see their payments automatically increase next year confirmed Chancellor Rachel Reeves. Benefits including Child Benefits, Universal Credit and Personal Independence Payments (PIP) will increase by 1.7 per cent next April 2025, in line with inflation figures from September. The new rates for PIP payments in 2025 will be:<\/p>\n\n\n\n<p><strong>Daily Living Component:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Enhanced from \u00a3108.55&nbsp; to \u00a3110.40<\/li>\n\n\n\n<li>Standard from \u00a372.65 to \u00a373.89<\/li>\n<\/ul>\n\n\n\n<p><strong>Mobility Component<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Enhanced from 75.75 to&nbsp;77.04<\/li>\n\n\n\n<li>Standard from 28.70 to&nbsp;29.19<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"SEND\"><strong>Special Educational Needs and Disabilities (SEND)<\/strong><\/h2>\n\n\n\n<p>School funding has been increased by \u00a32.3 billion (a 1.8% increase).&nbsp;with \u00a31 billion of this funding specifically for SEND (6% growth in real terms) yet&nbsp;costs have&nbsp;<a href=\"https:\/\/schoolsweek.co.uk\/send-in-crisis-naos-8-damning-findings\/\" target=\"_blank\" rel=\"noreferrer noopener\">risen by 58 per cent in a decade.<\/a> The&nbsp;<a href=\"https:\/\/www.nao.org.uk\/reports\/support-for-children-and-young-people-with-special-educational-needs\/\" target=\"_blank\" rel=\"noreferrer noopener\">National Audit Office&nbsp;<\/a>said the current SEND system is <em>\u201cfinancially unsustainable\u201d.<\/em> The current intervention programmes are inadequate to resolve the issues and&nbsp;<a href=\"https:\/\/schoolsweek.co.uk\/send-in-crisis-whole-system-reform-needed-says-nao\/\" target=\"_blank\" rel=\"noreferrer noopener\">urgent reform<\/a>&nbsp;is required.<\/p>\n\n\n\n<p><em>\u201cGiven that the current system costs over \u00a310 billion a year, and that demand for SEN provision is forecast to continue increasing, the&nbsp;government needs to think urgently about how its current investment can be better spent\u201d<\/em> Gareth Davies, head of the NAO, said.<\/p>\n\n\n\n<p>Tim Nicholls, Assistant Director of Policy, Research &amp; Strategy at <a href=\"https:\/\/www.autism.org.uk\/what-we-do\/news\/our-response-to-the-autumn-budget\" target=\"_blank\" rel=\"noreferrer noopener\">the National Autistic Society<\/a> said <em>&#8220;The SEND system has been crying out for more funding, so this is very welcome. To really impact autistic children\u2019s lives, we want to see it used to make sure no families wait longer than the statutory 20 weeks for an Education, Health and Care Plan (EHCP) for their child, that parents don\u2019t have to resort to legal challenges to get the most basic support.&#8221;<\/em><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"720\" height=\"480\" src=\"https:\/\/wp.purpldiscounts.com\/wp-content\/uploads\/2024\/11\/Budget-blog-2.png\" alt=\"A young boy is a wheelchair user, he is wearing a harness and has brown hair and a grey top, he is smiling and holding hands with a blonde woman in a classroom. Guide to Disability Benefits and Discounts\" class=\"wp-image-1001\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"DisabledFacilitiesGrant\"><strong>Disabled Facilities Grant\u00a0<\/strong><\/h2>\n\n\n\n<p>Budget proposes \u00a386 million increase to Disabled Facilities Grant, states that this will support 7,800 more adaptations to homes.&nbsp;<\/p>\n\n\n\n<p><strong>Read our Purpl Guide for <a href=\"https:\/\/www.purpldiscounts.com\/blog\/making-home-life-easier-a-guide-to-disabled-facilities-grants-in-the-uk\">applying for a disabled facilities grant<\/a><\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"FairRepayment\"><strong>Fair Repayment Rate<\/strong><\/h2>\n\n\n\n<p>Fair Repayment Rate will cap the amount that can be deducted from Universal Credit payments to repay loans and debts at 15% of standard allowance, before this budget it was 25%. \u201d<em>The government is helping low-income households on UC by allowing them to pay off their debts over a longer time\u2026 This will benefit around 1.2 million households as they will keep more of their UC award each month\u201d<\/em>&nbsp;Those affected be better off by \u00a3420 a year.&nbsp;There will be no change to the sanction policies.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"ESA\"><strong>Employment and Support Allowance (ESA)<\/strong><\/h2>\n\n\n\n<p>All&nbsp;Employment and Support Allowance&nbsp;ESA claimants will be moved over to Universal Credit starting in September 2024. (This is an acceleration, it was not meant to happen until 2028).&nbsp;<em>&nbsp;<\/em>The government say <em>\u201cAround half of ESA claimants will receive more financial support on UC, while others will receive transitional protection to ensure nobody is worse off at the point at which they move over to UC.\u201d<\/em><\/p>\n\n\n\n<p><strong>Read our Purpl Guide on <a href=\"https:\/\/www.purpldiscounts.com\/blog\/understanding-esa-how-to-apply\">understanding ESA and how to apply for ESA<\/a>.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"MinimumWage\"><strong>Minimum Wage<\/strong><\/h2>\n\n\n\n<p>National Living Wage to increase by 6.7% to \u00a312.21 an hour for people aged 21+, changes to be in place from April 2025. The budget states Government intention to create a single adult wage rate but it does not state a date that this will be done by.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"UniversalCredit\"><strong>Universal Credit<\/strong><\/h2>\n\n\n\n<p>Universal Credit will increase by 1.7% (\u00a36.69 a month for standard UC single payments).<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"PensionCredit\"><strong>Pension Credit<\/strong><\/h2>\n\n\n\n<p>Pension Credit will increase by 4.1% (\u00a327.80 a month for Basic State Pension).<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"StatePensions\"><strong>State Pensions<\/strong><\/h2>\n\n\n\n<p>Maintaining triple-lock on pensions and state pensions uprated by 4.1%.&nbsp;Age Uk state <em>&#8220;Next year\u2019s&nbsp;increase in the State Pension, while vitally important for older people, will not make up for the loss of the Winter Fuel Payments experienced by so many this winter, especially as energy bills are rising by an average 10%.&#8221;<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"WInterFuelPayments\"><strong>Winter Fuel Payments<\/strong><\/h2>\n\n\n\n<p>This winter around 2.5 million pensioners living in poverty or just above the poverty line will not receive the Winter Fuel Payment. Guide to Disability Benefits and Discounts\" class=\"wp-image-1002\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"SocialHousing\"><strong>Social Housing\u00a0<\/strong><\/h2>\n\n\n\n<p>Social rent prices in England will continue to be allowed to increase at a rate of the Consumer Price Index (CPI) measure of inflation, plus 1% (CPI+1%), for a further year.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"Taxing\"><strong>Taxation\u00a0<\/strong><\/h2>\n\n\n\n<p>The Government will not be increasing the basic, higher or additional rates of income tax, National Insurance contributions or VAT. However, income tax thresholds will rise in 2028 in line with inflation.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"ADHD\"><strong>Autism and ADHD Assessments<\/strong><\/h2>\n\n\n\n<p>Despite Autism and ADHD assessments for both children and adults being a constant issue raised by Local Authorities and NHS authorities alike, they do not get mentioned at all in this budget. Tim Nicholls from <a href=\"https:\/\/www.autism.org.uk\/what-we-do\/news\/our-response-to-the-autumn-budget\" target=\"_blank\" rel=\"noreferrer noopener\">the National Autistic Society<\/a>, said:&nbsp;<em>&#8220;We welcome the Government\u2019s \u00a322.6 billion increase in health spending and the commitment to reduce waiting lists. But let\u2019s make sure that includes autistic people by setting out ringfenced funding to tackle waiting times for assessments and end the health inequality autistic people face.&#8221;<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"MentalHealth\"><strong>Mental Health<\/strong><\/h2>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/news\/new-funding-to-fix-the-nhs-heres-how-it-will-be-spent\" target=\"_blank\" rel=\"noreferrer noopener\">Autumn Budget 2024 allocated The NHS an extra \u00a325.7 billion<\/a>&nbsp;over this year and next, but only&nbsp;an additional \u00a326&nbsp;million to open new mental health crisis centres, which is&nbsp;0.1% of the NHS budget.&nbsp;With this they aim to tackle <em>\u201cthe root causes of mental health problems and supporting people to remain in, return to and find work.\u201d<\/em> Whilst&nbsp;<a href=\"https:\/\/www.nhsconfed.org\/publications\/autumn-budget-2024-what-you-need-know#:~:text=The%20government%20has%20committed%20an,health%20crisis%20support%20is%20welcome.\" target=\"_blank\" rel=\"noreferrer noopener\">demand has risen dramatically,<\/a>&nbsp;with referrals to very urgent mental health crisis teams 43 per cent higher&nbsp;<a href=\"https:\/\/www.cqc.org.uk\/publications\/major-report\/state-care\/2023-2024\" target=\"_blank\" rel=\"noreferrer noopener\">in June 2024 than in June 2023<\/a>.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.mind.org.uk\/news-campaigns\/news\/mind-responds-to-uk-government-s-budget\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mental Health Charity MIND<\/a> say <em>&#8220;Sustained investment is required for the whole mental health system. Mental health accounts for 20% of all ill health but only gets 10% of NHS spend. It\u2019s critical that an adequate portion of the NHS England funding announced is allocated to mental health services, so that people can access support before they reach crisis point.&#8221;<\/em><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"720\" height=\"480\" src=\"https:\/\/wp.purpldiscounts.com\/wp-content\/uploads\/2024\/11\/Budget-blog5.png\" alt=\"A teenage girl is sat on a bed, she wears a grey top and her bedding is grey. They have chosen to continue the previous government\u2019s harmful plans to reduce access to benefits. This risks undermining the wellbeing of disabled people, and the consequences could be devastating.<\/em><\/p>\n\n\n\n<p><em>Disabled households are living in crisis, their current welfare benefits barely cover the essentials and spiraling food and energy costs have pushed many into debt and despair. But instead of choosing to give disabled people proper financial support and beginning to transform lives, the government has played into the dangerous narrative that disabled people should be forced to work.\u201d<\/em><\/p>\n\n\n\n<p>And <a href=\"https:\/\/www.disabilityrightsuk.org\/news\/dr-uks-statement-autumn-budget\" target=\"_blank\" rel=\"noreferrer noopener\">Disability Rights UK statement<\/a>:<\/p>\n\n\n\n<p><em>\u201cToday&#8217;s budget should have offered hope and a lifeline for the 16 million Disabled people across the UK. Over the past 15 years, we&#8217;ve time and again had governments espouse so-called tough choices when they have always just led to our lives getting worse.<\/em><\/p>\n\n\n\n<p><em>From the devastating effects of austerity with massive cuts to social security levels, social care and education, the COVID pandemic, and now the seemingly never-ending cost-of-living crisis, which has resulted in spiraling bills for housing, food and energy.<\/em><\/p>\n\n\n\n<p><em>Today&#8217;s budget is yet another failure. A failure to make real change.
